NEW ORLEANS (AP) - The mayor of New Orleans has suspended his plan to repopulate the city in stages. He says it's partly because of the potential threat from a new tropical storm heading toward the Gulf of Mexico.

Mayor Ray Nagin says more rain might bring new flooding, since the city's pumping facilities aren't at full capacity.

His announcement came after repeated warnings from top federal officials -- including President Bush -- that the city is unsafe.

Nagin spoke hours after residents of the Algiers neighborhood, across the river from the French Quarter, began to return.
