Roseburg man accused of using debt to coerce sex from a minor

Roseburg, Or (KMTR) A Roseburg man is in the Douglas County Jail Thursday, accused of trying to collect on a debt, with sexual favors from two women, and Police say one of the girls involved was 17 at the time.

Sheriff’s Deputies say the 17 year old girl tipped them off to the alleged sexual activity. According to court papers, a Grand Jury found enough evidence to charge 33 year old Franklin Willard Couey with sex abuse, online sexual corruption of a child, compelling prostitution, and other charges.

Though the case has been heard by a Grand Jury, Deputies say they're still investigating to see if they need to file more charges.

According to Couey's indictment, a 22 year old girl owed him money, so she convinced a 17 year old girl to go with her to Couey's home, and perform sexual favors to pay it off.

Those same papers say Couey also gave the minor marijuana and alcohol during a different visit, and sent suggestive text messages.

Detectives say Couey was aware the girl was a minor when the alleged crimes were committed. He's being held in the Douglas County Jail on $20,000 bail.
