Plea agreement reached in horse abuse case

Roseburg (KMTR) - Douglas County Deputy District Attorney Julie Zuver says it's one of the worst animal abuse cases she's ever seen.  A Douglas County judge Friday morning will review a plea agreement between the Douglas County District Attorney's office and Roseburg resident Jessica Attaway. If approved by the judge, Attaway will perform 160 hours of community service, pay a $1,000 fine, and agree not have to have any animals for five years.


Authorities say two horses nearly starved to death while under Attaway's care. At one point, the two horses were kept in a locked barn with no food, while the animals could look out on a green pasture. While this is one of the worst cases Zuver has seen, she says the problem of animal neglect and abandonment has become much worse this past year, due to the poor economy.


"With upcoming budget cuts for everyone, I think we'll have fewer animal control people to monitor and lots more people needing help with their animals, and the problem's just going to get worse," said Zuver.

And what if she did?!?!?! What if there is a picture posted with your name under the headline saying you are an accessory of the suicide of an innocent former sutherlin stampeed rodeo queen along with Zuver and buddy!!! Her daughter at the time was not even a year old. Understandably the mother was going through alot of emotional distress and post pardum depression due to the circumstances of the pregnancy. I wonder if this buddy has any children of her own, or Zuver?? Or if she has dealt with any of these things this young lady has? I question this only because she didn't seem to understand when Ms. Attaway was supposedly sleeping in when she came to pick up the horse that Ms. Attaway signed over and surrendered to them. She was in the house caring for her child. Do you feel good when someone calls out for help more than once including the humaine society three months prior to this and dont get help only riticuled? What would you have done in her shoes when the resources in your community and county turned her away more than once? Then who do you blaim??? One thing this young lady didn't even tell her attorney. She had given the horses away two months prior and they were being kept there... As the buddy knows and animal control they both saw the owner when they were on the property. The lady tried to convince them to let her keep them. There is a little more to the story than any one knows... as always this young lady was thinking of the best interest of another person! And took the brunt of this whole ordeal. Tell me... and I want feedback from more than just Mr. Scoobie WHO.... on how much trust they can put in the media (ask kittleman on that one) and our court system and in this little town of roseburg?!?!?! To this young lady: My prayer are with you! There are people that will always believe in you!

Or perhaps if you knew the person and what really happened you wouldn't have anything to say about it. News papers are as bad as tabloids... apparently, this shows first hand. Those horses did not look like that when they were taken. This picture wasn't at the residence they were at; who knows were this pic was taken or when it was taken. When they were picked up they took the rest of the food that was there for them. They were being cared for. They had food the whole time. Animal Control was actually helping her get them back up on weight. When they weren't getting their weight up while she was working with animal control she released them to the Strawberry Mountain Rescue... these animals were not "TAKEN"!!!!! Thank you very much!!!!

I understand where you're coming from Rick, but do you realize that right now in Do Co, they're cutting 30% out of the courts and will cut down to ONE AC officer to cover the entire county? The last time the courts has cuts like this, animal cases weren't even HEARD. Docket staff were instructed to NOT schedule them - other cases had priority. Most of them were given violation treatment - something that the defense tried to get in this case. It's not ideal, the sentence should have been double (one for each horse) but it's a start in a system that is JUST NOW taking a serious look at crimes against animals. Still, DC will cut AC officers. They just don't seem to "get" that these crimes lead to bigger offenses. At least now, Miss Attaway has a RECORD, something that never would have been accomplished with violation treatment a few years ago. Again, I completely understand where you're coming from, and I encourage you, in the future, write the DA in cases like this (in any county) to let them know animal crimes are important to you. Consider attending an upcoming commissioners meeting to protest the cut of AC officers. KUDOS TO YOU for speaking out. Continue to do so, and things will improve.

I agree with Rick. I worked in the legal field for nearly 30 years and I've seen how these back office deals are made and why. This case just turns my stomach. She should have been punished -- not patted.

Scoobie I take exception to your kudos to (all) DC officials. The exception would be the District Attorneys office. If this IS the worst case she has ever seen. Then why did she plea bargain this down to nearly nothing. If it was a good case why was the case not prosecuted to the fullest extent of the law? It bothers me when DA's choose to pad their stats with plea deals rather than do the job they were elected to do. Justice is not served with drastically reduced charges in a plea deal like this. No kudos to DC DA. I am sorry! Do the job you are paid so highly to do or go be a defense attorney.
