SALEM - Oregon Governor John Kitzhaber declared a state hiring freeze and spending cuts on Tuesday.
A memo said legislators and the governor decided on the plan to help balance the state budget during the February 2012 session, along with the cancellation of "non-critical expenditures."
Actions include suspending new enrollments in the Oregon Health Plan, employment-related day care, Oregon Project Independence, pre-K, and educational grants.
Other programs facing potential cuts or budget shortfalls would also lose advertising funds.
New Oregon State Police recruit classes were also canceled.
