The Salvation Army uses money from the donations to help families in need, especially during the holiday season.

But imposters have been pocketing donations for themselves.

"My mom lives down there," Jamie Foster said, motioning down a flooded street in Mapleton. "So we go back and forth to take care of her. There's even more water, waist-high down there."

Jamie Foster has lived right on the water for about 25 years, so he is no stranger to flooding.

Why does he still live here?

"I always have," he said Sunday after he rowed up to his mailbox. "I mean it's just fun, excitement."
